U.S. Foreign Aid Funding Freeze
Understanding how the freeze impacts the greater philanthropic communityRecent changes in U.S. foreign aid policy under the new administration have resulted in a temporary 90-day freeze on all foreign development assistance, disrupting funding for many organizations including some of our grantee partners. To better understand the effects and explore potential ways U.S. donors can assist, our team is conducting outreach to our partners to determine the specific challenges they may be facing and how CAF American can communicate their needs to the wider donor community for greater support.
CAF America is tracking further developments in the implementation of this new policy framework and we are committed to sharing what we know about the impact it is having on people in need around the world.
Vetted and Eligible Organizations Impacted by the Funding Freeze
The list of organizations below are currently eligible to receive grants from CAF America and have indicated that they are impacted by the recent temporary freeze on all foreign development assistance. Africa Initiative for Rural Development
Africa Initiative for Rural Development is an integrated development program that embraces a market development approach to support rural livelihoods and improve the quality of life through increased rural incomes and civil society strengthening.The U.S. foreign aid funding freeze has created significant challenges for the Africa Initiative for Rural Development (AIRD), impacting nearly 50% of their planned work for the year. As a result, AIRD has paused activities funded directly by USAID. Without restored funding in the next 90 days, the organization faces the reality of seeking alternative funding sources, laying off affected staff, or, in the worst case, closing impacted projects indefinitely.
Beyond the organizational strain, the freeze threatens critical services for vulnerable communities, compounding existing challenges and deepening hardship for those who rely on AIRD’s programs. As AIRD assesses next steps, they remain focused on finding solutions to continue delivering their programs.
Alive Medical Services
For over 15 years, Alive Medical Services (AMS) has been a lifeline for vulnerable communities in Uganda, providing free, 24/7 HIV/AIDS and sexual and reproductive health services. Each year, AMS supports 218,000 clients, including over 10,000 on antiretroviral therapy (ARVs) and nearly 7,000 tested annually.
With the U.S. foreign aid funding freeze, AMS is urgently seeking new funding sources to continue delivering HIV treatment, mental health support, TB and cancer care, and other essential services. Without immediate support, critical progress in HIV prevention and treatment is at risk, impacting thousands who depend on AMS for life-saving care. The charity is deeply concerned that without continued support, hard-earned progress in HIV prevention and treatment could be reversed, leading to increased infections, worsening mental health challenges, and a higher risk to vulnerable lives.
Cultura Democrática
Cultura Democrática is a civil society organization dedicated to research, training and the support of citizen initiatives that contribute to the strengthening of humanistic political culture.
Their work promotes democracy and the defence of fundamental human rights based on values ​​such as solidarity and the principle of subsidiarity, where the centre is the person, the organisation of social life is through intermediate groups (such as civil society organisations) and the State oriented towards the common good.
Federacja Znaki Równości
Federacja Znaki Równości is a Kraków based union of LGBT+ organisations which gathers ten associations and foundations specialized in various aspects of social support. Their goal is to build and serve to LGBT+ community in our city and the regions of Małopolska and Silesia.
In June 2019 they opened the Kraków Center of Equality DOM EQ which is a multifunctional space for ordinary people and LGBT+ organisations to help integrate and provide psychological and legal support. Federacja Znaki Równości’s goal is to create a safe and friendly space where every member of LGBT+ community, both Polish and international, can feel welcomed and accepted.
Fundacion Abriendo Camino
Fundación Abriendo Camino, based in Villas AgrÃcolas, Dominican Republic empowers children, adolescents, and their families through holistic education, psychosocial support, and vocational training to promote rights, development, and social inclusion. Without a resumption of their USAID funding, they anticipate needing to discontinue their Youth Program and terminate all staff positions.
Fundación Crisálida (Glasswing)
Glasswing is an innovative non-profit development organization that addresses the root causes of poverty, violence, trauma, and migration in Central America, Mexico, and the Caribbean. As an organization founded and led in the Global South, Glasswing is a leader in positive youth development, trauma-informed approaches, community-based learning, formal and non-formal education, locally-driven research and evaluation, and cross-sector programming.
Glasswing’s work has focused on collaborating with communities to build on their existing capacity, strengths, and assets, fostering civic participation and restoring social cohesion while engendering eco-systems that mitigate risks and amplify conditions for resilient and thriving children, youth, and families.
Grupo Mais Unidos
Based in Brazil, Grupo Mais Unidos is a nonprofit organization in Brazil that promotes social transformation by mobilizing businesses, fostering collaboration between the corporate, social, and public sectors, and focusing on education, employability, and sustainable development.
In response to the U.S. foreign aid funding freeze, Grupo Mais Unidos is focused on identifying new donors and streams of funding to sustain its efforts and continue supporting its current initiatives such as preserving biodiversity in the Amazon and teaching English to local indigenous communities.
Impacto Digital Asociación Civil
Impacto Digital Asociación Civil designs solutions against transphobic violence as one of the main barriers to the integral development of transgender people. Its goals are to improve their living conditions, to promote their safe labor inclusions. Through their online platform, they connect trans people seeking a job with hiring companies, recruited though events, campaigns, recommendation from our sponsors and our web page.
The funding freeze in the U.S. affects their organization directly as some of their project that were submitted and approved are now frozen, but also indirectly, impacting their ongoing work with various United Nations agencies that have had to limit their activities. Additionally, it affects their collaboration with organizations that they have we co-implemented projects as many of which are now stalled or have been canceled. This situation also makes it difficult to plan and project new actions in such an uncertain landscape.
Konexio
Konexio empowers refugees and migrants by creating a streamlined path to employment through digital skills training and direct work placement. Through Konexio’s training programs, students have access to careers in high-growth technology sectors, as well as the community support, soft skills training, and language learning critical to student success and integration.
Mayma. Asociacion Civil Contribuir al Desarrollo Local
Mayma is a leading Latin American NGO dedicated to accelerating the transition toward a conscious, inclusive, and regenerative economy by empowering entrepreneurial communities. Through technology, peer learning, skills development, mentoring, and access to markets, financing, and investment, Mayma supports entrepreneurs and SMEs committed to social and environmental impact. Over the past 18 years, it has empowered more than 9,600 entrepreneurs across Argentina, Chile, Colombia, Mexico, and Uruguay, backed by a network of 400 mentors.
Currently, Mayma is spearheading a groundbreaking initiative in Quintana Roo, Mexico, aimed at contributing to the transformation of the region’s tourism industry into a regenerative model that fosters an inclusive and resilient value chain. While this project has secured support from key partners, it has been affected by the recent freeze on U.S. foreign aid funding. In response, Mayma is actively seeking new funding opportunities to ensure the continued success and impact of this vital initiative.
One Earth Conservation
One Earth Conservation promotes parrot well-being in the Americas by conducting transformative parrot conservation, taking action to end the wildlife trade, and encouraging in people a strong sense of human connection to all life that results in the well-being of all.
The organization faces the risk of having to use its cash reserves, which may lead to program cuts in 2026 or even closure of the organization within 2-3 years if funds aren’t raised elsewhere. The parrot conservation project in Honduras, supported by the U.S. Fish and Wildlife Service to protect endangered great green macaws and provide training and employment for local Indigenous people, is also at risk, with uncertainty if the field work will be able to continue.
Outright International
Formerly known as the International Gay and Lesbian Human Rights Commission (IGLHRC) and OutRight Action International, was founded in 1990 and works with the United Nations, regional human rights monitoring bodies and civil society partners. Outright holds consultative status at the United Nations (UN) where it serves as the Secretariat of the UN LGBTI Core Group. Outright is dedicated to working with partners around the globe to strengthen the capacity of the LGBTIQ human rights movement, document and amplify human rights violations against LGBTIQ people, and advocate for inclusion and equality.
Plan International USA
Red Argentina para la Cooperacion Internacional (RACI)
As a member of CAF’s Global Network RACI is an organization made up of Argentine Civil Society Organizations (CSOs) that works to strengthen and promote coordinated actions in the sector, with the goal of contributing, jointly, to social transformation in Argentina and the region.
Southern Africa Philanthropy Foundation (SAPF)
The Southern Africa Philanthropy Foundation (SAPF) is a civil society infrastructure organisation which operates as an intermediary at the intersection of philanthropy and civil society. SAPF is also a trusted implementing partner and thought leader, in the philanthropy space, and offers customised services to its corporate and non-profit partners, in support of building a resilient civil society. SAPF is also a member of CAF’s Global Network.
With their loss of funding, SAPF will need to source alternative funding and/or project assignments to replace the lost income including laying staff off at various American Corners in South Africa. SAPF may also need to lay off a staff member employed at their headquarters.
SpivDiia Charity Foundation
SpivDiia is a charity foundation with a comprehensive ecosystem of projects and services to support efforts for civilians.
Since March 2022, SpivDiia Charity Foundation has provided support to over 2 million war-affected people in Ukraine through various initiatives and services for adults and children, people with disabilities and other vulnerable groups.
TRASO Colectivo de Transformación Social
TRASO Colectivo de Transformación Social is a non-profit and multi-company entity that develops initiatives, articulates efforts, and manages alliances in search of raising people’s quality of life, generating prosperity in communities and reducing the inequality gap in the population. Their three primary purpose areas of work are education, sustainable citizenship, and overcoming poverty.
